[crux-contrib] Update core/iana-etc

Hello. It happens that CRUX /etc/{protocols,services} are very, very outdated. Services does not mention git, for example. I attach two patches: one brings iana-etc in line with current master branch of FreeBSD, and the second brings in a script that is based upon an ArchLinux script from Gaetan Bisson, which can be used to automatically update to the very latest source from IANA directly. (This however lacks comments and results in an overwhelming amount of services, but is of course complete and such.)
