True, but some extra work for the packager (as in publishing a snapshot) will discourage too much frequent updates ;-)
Packages in core/opt could be bumped every X amount of time, like say bump once every week. Contrib ones should be whenever the maintainer pleases, say a new feature is added one day and the next another, he should be able to bump and test as he wishes in contrib.
