IMHO, ppp, rp-ppoe, wireless-tools, and possibly wvdial should remain in core. My rational is that it should be possible to connect to the 'net to grab the ports tree, with only core installed. Personally, the only one I need is wireless-tools. Also, the functionality of wireless-tools is an integral part of the BSDs ifconfig (FreeBSD's at least, though I highly suspect OpenBSD has it too).
