Seriously, I think it's a good idea to start the usage guidelines pages, but only so we can point to them ourselves when yet-another-ignorant-new-user makes the same mistakes. I doubt very much these pages would prevent initial abuse from newbies. Sure. I don't see this page as a "list of sins" or anything. Rather I'd hope that we can friendly point new users to this page, where they find a good overview of what we like to see.
