Okay, I think that's a good idea. In addition, I'd propose the following: if a proposal is submitted, every CRUX developer can vote +1, 0, or -1. Also, one can vote "VETO" which is a very strong -1, and means that the change has to be discussed in furthermore.
If enough developers (n) are in favour of a change immediately, the change can be committed. If enough developers (m) are in favour of the change after waiting for (d) days, the change can also be committed.
Values which seem to make sense to me: n=3, m=2, d=5
