net service takes long too run at boot

      I use the net service configured 'static'.

It takes a little more than 1 minute to execute at boot. Later if I stop and restart net, it works almost instantly.

It's the second command which takes one minute to execute: 
/sbin/ip link set ${DEV} up

Any clue?
