An alternative approach could be to make this user configurable, i.e. have 'install -D' (with dependencies) and 'install -N' (no dependencies), and let the user set the default behaviour if none is specified.
If the default behavior (with default configuration file) would be to omit dependencies - it's is not much better than plain pkgmk/pkgadd. While I'd like that new 'install' command would act like the old 'depinst', it would definitely take some time to get used to it. A related topic is a single library for a set of functions for package database operations. It would be a nice feature for pkgutils/prt-get/pgt or any other related software written in C.
