Why did pkgmk create root/users instead of root/root?

I have no idea why pkgmk created root/users instead of root/root, while prt-get can create root/root correctly. It caused a mismatch footprint.

if you run id does it say # id uid=0(root) gid=0(root) ... In other words, is the root user assigned to some other group when you run pkgmk? -Daryl
